Proposed Changes to Disability Benefits

Changes to the Daily Living component of PIP:
-
Claimants currently score points across multiple activities to qualify.
-
A minimum of 8 points is needed to qualify.
-
Under new rules, claimants must still score 8 points overall, but at least 4 points must come from a single activity.

Freezing the health element of Universal Credit:
-
The health element will be frozen from 2026/2027.
-
New claimants from April 2026 will receive a much lower health element.
-
The timeline for this change may still change.

Severe Disability Premium:
-
A new premium will be introduced for those with severe and lifelong conditions who receive the health element.

Details are not yet known.

Support for disabled young people:
-
Disabled children will continue to receive Disability Living Allowance (DLA) until age 18.

They will not be eligible for the health element of Universal Credit until they turn 22.

Scrapping the Work Capability Assessment (WCA):

The WCA will be scrapped in 2028.
-
It will be replaced by a tougher PIP assessment.

New benefit: Unemployment Insurance:

Contribution-based ESA and Jobseeker’s Allowance will be merged into a new benefit called Unemployment Insurance.

It will be paid at a set rate for a limited time only.

Disabled people will not receive any extra money under this benefit.

Consultation on disability benefit changes:

The Government is consulting on some disability benefit reforms.
-
However, changes to PIP and the scrapping of the WCA will not be part of the consultation.

These changes will be made through primary legislation.
